Vanguard Partners With Newport Group on 403(b) Recordkeeping:
Vanguard has decided to outsource recordkeeping for certain 403(b) plans to The Newport Group. According to Vanguard, the partnership with Newport Group involves small-market 403(b) Employee Retirement Income Security Act (ERISA) plans as well as non-ERISA plans. Vanguard says the partnership will offer enhanced services and features to 403(b) plan participants and sponsors.  Read more »

Tuesday, the Dow was down 33.08 points (0.15%) at 22,085.34, the NASDAQ decreased 13.31 points (0.21%) to 6,370.46, and the S&P 500 closed 5.99 points (0.24%) lower at 2,474.92. The Russell 2000 lost 4.01 points (0.28%) to finish at 1,410.15, and the Wilshire 5000 fell 75.35 points (0.29%) to 25,670.04.

The price of the 10-year Treasury note was down 5/32, increasing its yield to 2.272%. The price of the 30-year Treasury bond decreased 12/32, bringing its yield up to 2.853%.

The latest fiduciary rule FAQ from the Department of Labor (DOL) answers the very important questions of whether recommendations to plan participants and individual retirement account (IRA) owners to contribute to or increase contributions to a plan or IRA constitute fiduciary investment advice under the fiduciary rule and whether it would it be investment advice under the fiduciary rule if a person makes recommendations or suggestions to a plan administrator or other plan fiduciary relating to methods to increase employees’ participation in, or level of contributions to, an ERISA plan. Why Delay Form 5500 Filing?:
“I am fairly new to the employee benefits field, but was shocked to find that our employer, a private university, delays its 403(b) retirement plan Form 5500 filing until the last possible moment (October 15, since our calendar year is a plan year). When I questioned this, I was told that ‘everybody does it.’ That doesn’t make much sense to me from a best practices perspective. Why does ‘everyone’ delay their filings in this fashion, and do the Experts have any thoughts as to best practice?” Read more »

Institutional Investors Post Seventh Quarter of Positive Returns :
Institutional assets tracked by the Wilshire Trust Universe Comparison Service (Wilshire TUCS) saw a median return of 2.88% for all plan types in the second quarter and a median one-year gain of 11.31%. Corporate funds led gains for the second quarter, at 3.13%. Read more »

In a recent survey from staffing firm Accountemps, 62% of employees said having co-workers that are friends outside of the office positively affects productivity. But only 39% of CFOs think the same. A separate survey found that professionals who feel they have good friends at work are 1.6 times more likely to be happy at work than those who don't. Read more »
