SPIN CITY?   OK, it's a building, not a city - but Dubai residents have a treat to look forward to, the Dynamic Tower, designed by the architect David Fisher.   The 420-meter tower, complete with a hotel, offices and apartments, and slated for completion in 2010, is always moving; each of its floors can rotate 360 degrees.   You can to see this:  

Only two people signed the Declaration of Independence on July 4th, John Hancock, the president of the Continental Congress, and secretary Charles Thomson (who, as a point of interest, served as secretary of the Continental Congress throughout its existence, 1774-1789).

Most of the delegates signed the Declaration of Independence on August 2, 1776, doing so in geographic order of their colonies from north to south.   There were late signers, including Elbridge Gerry, Oliver Wolcott, Lewis Morris, Thomas McKean, and Matthew Thornton (who, because of a lack of space, was unable to place his signature on the top right of the signing area with the other New Hampshire delegates, and had to place his signature on the lower right).   A total of 56 delegates eventually signed.

Three delegates never signed. Robert R. Livingston, a member of the original drafting committee, was present for the July 2 vote, but returned to New York before the August 2 signing. Thomas Lynch voted for the Declaration but could not sign it because of illness.  

John Dickinson, a delegate from Pennsylvania, who was opposed to the separation from Great Britain, refused to sign.
