Former OPM Deputy Director to Lead EquaTerra Federal HR Practice

February 18, 2009 (PLANSPONSOR.com) - Management consulting firm EquaTerra has announced that Howard Weizmann, former deputy director of the U.S. Office of Personnel Management (OPM), has joined EquaTerra to lead its Federal Human Resources Practice.

In his new role, he will assist federal agencies and departments in achieving higher performance through improvements to their HR function, according to the announcement. He and his team will counsel them on such matters as streamlining business processes, technology deployments and enhancements, shared services initiatives, outsourcing, and performance management.

In his position as OPM’s Deputy Director, Weizmann served as anadviser to the OPM Director on all issues affecting the federal workforce. As second in charge of the agency, he supervised federal HR and related health and retirement benefit programs for 1.8 million employees, 2.3 million retirees, and 8.9 million health benefits enrollees, the announcement said.

Prior to his service with the federal government, Weizmann was the President of the Private Sector Council (part of the Partnership for Public Service), a not-for-profit organization whose mission is to improve federal agency effectiveness by sharing private sector expertise with senior public leadership, where he led efforts to improve federal contract management. Weizmann also held senior operations and HR positions at Digex, Inc, a technology firm acquired by MCI/Verizon.

He came to Digex from Watson Wyatt Worldwide, a human resources consulting firm, where he was the Managing Consultant for the company’s Washington, Philadelphia, and Richmond offices. according to the announcement.
